Help identifying my auction find

i got this at a online auction. This old girl has a few different features. It has a rod brake in front and a cable brake in the back. It has a liltle spring loaded arm on the head tube that locks the fork. Also the bottom bracket tube has a split in it with a bolt to tighten around the bottom bracket and hold it in place. Any help would be appreciated. The bike has been painted so there are no markings showing. I also got a few others that need I'd I will post them later.

Looks English, any makers marks/logos on the brakes or hubs?
What does the decal on the seat tube read?

The decal on the seat tube is from the auction company. I can not see any other markings, at somepoint I will try to remove the new paint to get to the original finish. ( I have about ten projects ahead of this one ). Thanks for everyone's help.
