I do neon in Los Angeles, but don't ship for obvious reasons. Cost of just the glass can run $45 per letter, plus the pattern ($250 sometimes) and the cost of transformer ($150) approx. Also, glass housings, they're about $25 each and you need two per unit.

My original Bluebird and Skylark both came with sleeved bars, not slow bulge bars.

Neon came into commercial use in the mid 1920s, and was very popular by the 1930s.
Prewar neon signs often used white porcelain housings where the tube enters the can. Your sign appears to have clear glass housings more typical of postwar 40s or 50s signs, so it's probably post war.
