No guts or switch assembly, no lens, just the shell and lamp holder. Missing the screw or rivet that holds the front bezel on, but it actually stays on alright without. It's in decent shape, good chrome, so if you have a crusty light with good guts, you could assemble one nice light.

It's later than '25, the New Departure Model C hub was produced from 1927 to 1933. That style chainring was used on Elgins up until around 1930. I'm going to say yours is probably a '29 or '30.

Cleveland Welding used rear facing dropouts and skiptooth drivetrains well into the 50's, this frame style looks more 50's to me than anything, but can't say for sure what year it is; post a pic of the serial number and we should be able to narrow it down.
