They are steel. I think I've heard them referred to as razor edge or something like that due to the fact that there is no hem along the sides. These edges are remarkably straight. Also notable they install over the fork.
Just picked this up. It is a little crusty but solid. Is there any interest in it "as found"? I put a tiny bit of oil in the kickstand pivot to stand it up and raised the seat in order to put it on the stand. Thought I might ask before I start cleaning it up.

The mother in law found this and a boys Elgin for me. The paint seems original, but it is strange to me that it is all one color...no darts or pins. I'm digging the way the red tires look on it.
