I don't know if you are aware of it, but Morrow and Bendix nuts are the same thread size. I have a Morrow hub now that has a Bendix lock nut on it. Just thought I'd mention it.
i see that you have the rack legs mounted on the outside. i believe they should go on first, followed by the fender braces. not saying this will fix your issue, but i think you will like the appearance more.

This is a pre-war Schwinn as evidenced by the chain adjusting bolts . I think that is a 1940 serial no. but we'll see what others have to say. Real nice bike you have there! Look for the date code on the Morrow hub shell.

I think that frame is an excellent candidate for making a "fenderless Friday" rider. I see that you just joined the CABE and I welcome you. Look at all the cool bikes on the "fenderless Friday" thread and see if you're not inspired to make a neat- looking rider out of it.
When you are removing pedals, leave the rear wheel and chain on because the coaster brake prevents the crank from turning while you are applying pressure to the pedal wrench---- this goes for both the right and left pedal and eliminates any guessing about which way to turn the pedals to loosen them.

There is an excellent article in the March/ April 2010 issue of Classic Bicycle News by Dave Stromberger ,that tells how to repair a broken steer tube. I had to have a tube repaired, but I don't weld. I showed the article to a welding shop and they followed it, and the job turned out great.

If you enlarge the second photo , I believe you can see the post-war chainguard mounts. The rear mount is quite easy to spot, unless my eyes are playing tricks on me. I bet you'll have a blast riding it !
Great job, Rusty ! I'm a big fan of the tubular truss rod fork with truss rod holders. Good thing the the fenders weren't missing or beyond repair; they're not the easiest fenders to find. Enjoy the ride.
