Joe's Auto & Cycle in Chicago. Est 1919. I think they fixed up and rebadged used bikes for resale. Looks like the seat, pedals, bars and stem were changed.

Yes, I think Joe's Auto and Cycle would buy used bikes and resell them. There is a nice Autocycle on the internet with the same badge.
