Here is my Excelsior ladies bike with a serial number not far from yours, Y85811. I'm thinking 1938?
I think it's painted silver, but don't know if it's factory paint or if someone painted around the Delta decal. I don't know what model light it is either. The lens is plastic and bulges out like a dome.

Also found mentions of a French Cycle Company in local Scranton news papers from 1929 to 1935
a regular bicycle basket, like a Wald, would have legs that attach to the front wheel axle. If you don't want the legs, a few cable ties would keep the basket and the carrier together. Zip them together, cut off the ends, they're pretty strong.

Especially the sizes of washers, nuts, & bolts that connect fenders, chain guards, etc. It irks to have shiney new parts on an antique bike, sticks out like a sore thumb.

I was working on my '36 Roadster today and had pulled off the handlebars and trust rods. The bike has a dropstand, so it's pretty stable in park. But when I went to move it, since the handlebars were off, I picked up the whole bike.

My original wheels had warped rims and bent spokes. After upgrading to a pair with straight rims and replaced the spokes and trued them, I noticed the balance improved significantly. New tubes and tires also smoothed things out.

My preference is that a straight rack would take away from the flow of the curved double bars, but that's just me.
Most of the front fenders I've seen on photos of Roadsters don't have a hole to mount a fender light. And the images in the old Schwinn catalogs don't have lights...
After going through my fender pile, only one set of fenders worked with this frame. Seems the tab on the rear fender is a little narrower than any of my other frames, and this was the only rear fender that fit.
