Found this little Gem this morning. Pretty sure it was a Fleet. Only parts that are original are the frame, tank, fork and maybe the carrier.

THE Fleet was made from 1962 - 68 never came with rear carrier and i think your tank and rack are from a 24 inch , it looks to long

I would say the tank is not original to the bike as the frame top bar has a Schwinn decal which a tank bike would not have. I agree that the rack is from a 24". Looks like someone had a good time putting it together, especially like the Lincoln hood ornament on the front fender.
