Any idea on what this might be?

I came across this part and im searching for some input as to what it might be. The diameter is 5". I'm guessing a backing plate for a brake. But it look is like it still needs to be finished. Only drilled hole is in the middle. Shouldn't it have more machining done to it? What might it be for?
