Is this a early track bike..?

Sorry only one pic to go by, but I think fork and bars go with the black frame behind the Raleigh frame. I'm just curious if it looks like a track bike .
Think that 2 pc crank goes with her too.

Can you get a better pic. It's almost impossible to tell anything about it from that shot. The quill pedals on the table look nice. If they are stock for that bike, it's likely not a racer, but a diamond frame bike from the early part of the last century.

Gormully and Jefferey is the company I was referring to, the lugs are what made me think that possible
