i seen that badge before..Loiks like it was put on after the fact..looks like the regular badge was there before to me.

It’s unusual for a Phantom.
As mentioned already, it looks to be added & not original to that Phantom.
The bike from what I can see looks nice!
This is a pre-’52 Schwinn bike with similar badge that looks original to that frame.

I have a Phantom with “Ace” badge:
