Doesn't look like the 9 a couple digits over. Take that bracket off to get a better view. looks like the axle nut washers are on backwards too, those teeth are to contact the frame drop out. What kind of bike is this?
 
It does look like a 9 if you use your imagination. Still hard to tell even with that braced moved?

Schwinn had many cases of screwed up serial number stampings over the years. The ID of your bike is not in question so the missing last digit is really unimportant other than it being a fluke stamping. The early 1966 stampings were a good example of messed up stampings leaving the year letter omitted but had the space.

Well we know it isn't a "C", either forwards or backwards as only numbers were stamped in that position. I still believe it is a 9, however it might also be a 3. We won't know for sure what it is until the fender/strut clamp is removed and a proper in-focus picture is taken. ;)
