Old Unidentified Tool Kit

Recently picked up this nice tool pouch with tools. The tools all appear to belong together as if a kit but I am unable to find any information on them, any thoughts?

Hey Wes, it definitely looks like it was mounted to the top bar, what I am wondering is, was this a manufacturer specific tool kit or just a basic kit available to all makes.
