'39 Schwinn?

Do you agree that this is a Schwinn, owner believes it's a '39 based on what the guy he bought it from told him, bike is not in my possession so I don't have the serial number....

Obviously it was repainted and doesn't have all/or the right parts...just a sweet custom revival

could be a late '38 frame. later '39's didn't have the built-in drop stand ears.
