Racycle?

I've seen similar Miami frame design but this is a pretty early ( and very rough) frame.
It looks Racycle to me, badge looks Racycle but I've never seen one with an insert in the middle.

Any thoughts?

Although the badge has a similar outside shape, I haven't seen one with four screws or one where the "ears" weren't heavily designed, it does look like the center of that badge was removed...

I do know that there is another maker with the same style badge but can't think of it off hand.
