Schwinn Pixie

I bought a pixie last year and my son is finally old enough to ride a bike so now Im going through it. I started cleaning it and noticed some red under the blue paint. The bike looks like its original with blue seat grips chainguard everything. So I was wondering if schwinn used a red base paint or something like that? Or was this bike re painted at some point?

Thats what I meant actually. I was wondering if they used red primer. If they did Ill leave it like this, if not then I was gonna sandblast it and repaint it red
