Springer spring bolt and the nut and round threaded?

If you are talking about when removing the front wheel, back it out until the threads are even with the threaded portion of the fork.
 
I'm talking about the bolt that goes thru the spring.

It has two nuts one regular and one that is round.And one nut on the outside of the spring on the springer fork.You can back the nuts all the way up or down the threads or anywhere in between.Do you guys back them down or up closer to the end of the bolt?
 
The further you back the inside u shaped bolt down the threads the more spring pressure on the fork blades for firmer ride
