It can be done, but it's s big job and to do it right I'd replace a few tubes which will turn into almost a full frame build!
 
A little patience and a bunch of sweat labor. I would use tubes from a frame that is roughly the same age. The carbon content of the steel should be the same, making for a better weld. No brazing repairs here. Arc or mig
 
it would be a simple fix really...
I've had worse. this one took an hour or two is all. the seat tube was all rotted and had a bad repair. I had to make a new seat tube and while we were there I changed out the bottom bracket. some bikes just have to be saved.

Thanks I could probably do it but have not done anything like this in decades and figured there is a guru out there- not gonna waste the frame.
