Who made this JC Higgins?

I came across this one and wondering who made it? I'm going to take a guess of Shelby because of the sprocket, chain gaurd and tank. Probably wrong but have to learn somehow. Any info and input for bike and price is greatly appreciated.

Thank you, it's a cool looking bike and seems like it's most of its there. I just read some about Ross and didn't know they put out so many bikes over forty years. It doesn't seem like many people talk about or collect these, once again I am sure I'm wrong. just one of those companies that couldn't stand out amongst the more collectible brands? I like this bike, what would be a decent offer for it?
