Help w/ ID of well preserved ladies safety

Ladies safety came from attic of elderly gentleman who was selling off Victorian era furniture. Bike came with the furniture deal. Looks like a decal badge that has worn off, no badge holes; the lacing looks original to the era and still intact. Unique heart shaped cutouts on the pedals, wood handlebars, cork grips; any idea of what make or model this bicycle is? Nothing is rusted or seized, looks all original and too nice to even think of parting out. Anyone interested in obtaining this bike feel free to PM me I have not decided what to do with her yet.

Looks similar to a Victor Victoria...

Maybe a closeup of the head will give some clues from the decal remnants.
