Never heard of it, but the tubing on the frame looks fat and modern and not from the 60s. Also quick release seat, plastic brake levers and shifters, warning stickers, self adhesive head badge etc all scream new.

Looks 2000ish to me, definitely not 60's. Don't think I've ever seen rusty nipples before.
