What are 11 1/4 spokes used for?

Wore out three sets of tires already!
I have about 10 boxes of 11.25 inch spokes - what were these used for - 27.5 wheels? Or some high flange hub on a 622?
 
On the early Schwinn 27" rims the spokes were 11 15/16" give or take hair. This is with a high flange and four cross. Later 60's they went three cross and the spokes are 11.5". I don't have a 26" S-6 wheel set handy but it may use the 11.25" spokes. Maybe @Miq can chime in on that spoke length.
 
When I put the start of the tape measure on the inside of the S-6 rim, the spokes are about 11 3/8” - 11 7/16” entering the ND hubs on my New World.

Maybe a candidate size to be cut down to fit normal 26” rims, for those with the proper machines.
