Well, you have a ladies bike with what looks like a Columbia/Western Flyer like chainguard, the symbol above 5 on the seat tube is 'atomic'...I'd say early 50s...except for the indexed shifting...rain guitter venders.

What brand is the derailleur? The shift lever might have some indication.

The crank looks solid though. I'm not an expert on those however.

The optimist in me likes to believe I've seen worse.

What is the price for this?
 
Based on front fender tip, style of frame, seat and stem, at a guess; I'd be checking Raleigh. For the color, prob late 60's-early 1970's Discount store like K-mart, off brand import.

The fenders, stem and crank look sort of English, but the lugs on the frame and those spot-welded drop-outs don't look like any English bike I've ever seen. Can we get a close-up of the rear hub? The only 5 speed hub I know of from the late 60's or early 70's was the Sturmey-Archer S5, but I've only seen those on Raleigh-built bikes.

Here ya go not sure those rims are the correct as a friend years ago was taking parts off it. The gooseneck is not correct either. But here are the possible rims to it. And check out the front sprocket.
