As promised, here's another teens/20s bicycle to identify. In this case, I've got a badge (Rutgers), but I'd like to understand who the manufacturer may be. Again, any and all help is sincerely appreciated.

Chain ring sprocket looks like what GWM called the Reading Standard (RS) design, later to be picked-up by Snyder for MW Hawthorne bikes.
