Schwinn Liberty Help with year ID and value, looking to make a fair offer

Here are some pics I snagged. At a local bar and grill, bike has been on display with the mannequin for at least 8 years now, and I’ve finally decided that I need it. Really cool bike with a locking fork. Amazingly enough the key is still in the lock after so long on display in a public setting with lots of sticky hands. Please help with any ideas on year, and value. Looking to offer a fair price. In other words anyone who can say “if you get it under $… it’s worth it.” Thanks in advance, Dane
