skiptooth project

Look Ma, No Hands!
I'll just post one photo to get some opinions and add more later.
I've had this unmarked/repainted skiptooth for awhile and decided to clean it up to ride. Can anyone identify it? I thought it might be an Elgin from the sprocket but the headbadge holes align horizontally.
The handlebars, guard and fenders don't look original to the bike. I removed the paint from the bottom bracket serial number area but it appears to have been filed off.
It has a New Departure Model D hub and a Mesinger saddle. The balloon Goodrich Silvertown tires/tubes are unusable in their condition.
Any guesses are welcome.

Nice bike.
Looks like a circa 1935 HP Snyder NY built balloon tire motorbike, with the McCauley #1001 tank toolbox.
The horizontal holes in the head tube might accommodate various DP Harris NY (Rollfast) badges.
Welcome to the CABE!
