I know it has a crap load of incorrect parts on it. I don't think it came with fenders either because the pins are red on the fenders and the holes look off-centered and poorly done.

He said it had wood rims when he picked it up but had those English rims made for the bike. The fenders have red pins on them so I know they are not original to the bike plus the tires just barely fit under the fenders too.
 
If those are 28" rims they probably will be tight under the fenders. Wood 28" singletube wheels are generally closer to 700c (622mm ISO) wheels than they are 28" (635 ISO) steel english wheels. http://sheldonbrown.com/cribsheet-tires.html

The frame looks like late 1800s while the fenders and saddles look like 20's.
 
Can't say I've seen a tandem with the step-through on the rear half. That could narrow it down unless that was just an English thing.
