Looks like the stem crawled out of the steerer tube and engulfed the stem bolt.
Perhaps you could flip the bicycle over and pour a bunch of rust dissolver(take your pick
on the solution) and tap the stem and binder bolt from the bottom.

I am not 100% on this, but I believe you have to flex the spring to open
the coils enough to remove the nut. Two large screwdrivers might do it.
The second generation eliminated the internal nut.
Derailleur is date coded 1972
