    I've always been hesitant to use straight water for tire mounting on steel rims. I have had the same problem, and I used regular automotive windshield washer fluid, to which I added more Isopropal alcohol. The alcohol encourages any water to evaporate off faster. A drop of soap wouldn't hurt...
