Looking for information on this vintage clown bike. Manufacturer , era , possible value?

I had one. Never could find out the manufacturer but always assumed British. I think there is another thread on the cabe somewhere about one, I seem to remember posting a picture of mine before. I sold mine at a local swap to someone who just wanted the tires.
