I live for the CABE
1968 Schwinn Stingray frame..... maybe just a bad day at the schwinn factory? Your thoughts?

Paint and prep.
Perhaps the paint would not adhere very well to the joint areas, (without additional abrasion).
Without the corrosion prevention, those areas appear to have rusted first?
The E/F process also joined the chainstay to the remaining two protrusions on the bottom bracket, but those joints and the seam on the BB shell itself were never cleaned up as much as the other joints. There was always visible slag ring around each chainstay where it met the BB, and across the bottom of the BB. shell. That may have been because these joints were not obvious, or maybe there were concerns about compromising strength in these areas with excessive cleanup. Whatever the case, the slag ring around the chainstays is the only visible clue to how the frames were made.

That does look a little abnormal. What year is the frame, looks 50's from the joints?
 
That sure doesn't look like my 60's pieces. No slag. Almost looks like the stays may have been tapered and slid into the BB and then juiced together.

Interesting that there is rust just around the joints. Does the bottom look the same?

possible there are "holidays" in the welding of the joints which have permitted moisture to percolate and initiate corrosion

how do the joints appear from the interior?
