1940 Schwinn high low flange drum brake bearings???

So, still didn't resolve parts search for my 1940 Hi/Lo front brake hub. So far, it was explained it needed 3/16 loose bearings. My question now is, what about the dust caps/covers for the loose bearings? The measurement I took of where the dust cover would be pressed into would be .934 inches or 23.80 mm. Can anyone tell me where to get those sized dust covers? Thank you again. Mike
 
Looked at a 1940 Schwinn parts book. The high low forebrake uses the same parts as the standard Schwinn hub. Might help in tracking down parts

The cones that work have the dust covers attached. I picked some up recently and they fit within confines of both Hi-Lo and 40 style. What I do not have is a lot of axles they thread on to. Got a couple ideas though.
