Removing surface rust on paint

I just picked this up today and have read a lot of posts talking about using WD40 and 000 steel wool, is that what I should use to get this rust color off the tank without affecting the origional paint?

Looks pretty good. You have to be careful around any decals, markings and pinstripes or they will disappear.

Noticed that, but am still pleased with the results.

It is looking a lot better. Is that bike a 61 flying star? You can probably get the decal for the tanks on eBay from bicyclebones. What I use to clean the chrome around bolts and the hard spots or in the knurling on the chrome rims is a brass brush and turtle waxes chrome polish and rust remover. The aluminum foil and water works good on flat spots but not so good around bolts and around nipples.
