Finally riding a big boys bike
This bike popped up on a Dutch forum, and led to a lot of heads being scratched:

The one reference we found was a picture on Wikipedia. The caption is "Bicycle in Plymouth, England, at the start of the 20th century". Not much to go on.

It looks like it may still have the tyres on it from that original photo!
The photo is on the Wikipedia page about the history of the bicycle, but I guess you know that.
I've contacted the Plymouth history people to see if they know anything.
 
I have seen this bicycle for sale on several shows .
I wasn’t sure about it originally.
 
The Victoria badge I believe is a rear fender emblem, looks to be from about the fifties, and missing a peice from it.

The crankset is also one among a few designs used by Victoria.
