It looks to be a Nottingham England Raleigh Industries made Rudge equipped specifically for the Dutch market. Raleigh Industries marketed bikes with special outfitting for certain markets. That rod and drum brake setup was a popular one in places like the Netherlands and Denmark. The hub dates look correct for that bike. Rudge was one of Raleigh Industries best brands. It is worth cleaning up if you want a good, reliable utility bike.

Nice find, Floris! The lighting system seems to be a Dutch addition, as well as the rear reflector, and of course, the anti-theft engraving by the police.

It should clean up nicely. Enjoy!

Of the two shift levers, the top one with the "window" is what you would expect to see on a 1954. The bottom one looks early '60's.

For a long time in the Netherlands the factory wasn’t allowed by the trade organization to sell there bicycles with a light set .
The reason was that the dealer who sold the bicycles had some extra money .
That trade organization had very strict rules .
