Stencil kit elgin

Thia bike has been repainted twice does anyone make stencil kits for pre war bikes. Not sure what it originally had bit it looks like its a frankin bike. Second photo is bike i use to own im looking for something similar

I wonder what's going on with that spacer on the fork crown. No idea first time ive seen that on a bike
