Definately a shift lever for the Bendix 2 speed manual shift hub. Looks new. I don't remember the exact years they were produced, but it was for sure in the early 60's.

54ish to 61ish for the use of this "Bendix Multi speed with Power Brake"(manual 2spd) hub/lever setup I believe....if my memory serves me right.

My 1957 Columbia Fire Arrow has that shifter on it.

Yes, it is new. Wrapped up in paper in a box of parts that has not been opened since the 60's.
