Upside down handlebar question

Wore out three sets of tires already!
Every now and then I see pictures of a vintage bike with what looks like upside down handlebars. Did kids do this to get the racer look or something? Did bike racers actually do this in the early days before the drop bar was invented?

Were there some makes and models of pre-war through 1950’s bikes that had a specific upside down design from the factory? I’m not talking about bonafide racing bike drop bars like you would still see on modern racers, or very early penny farthing type bike handlebars.

Just wondering about another thing that I don’t know about.
