.....way to get a nasty, rusty, but restorable old frame ready to receive its brand new baked on enamel finish?

I can have one to clean bare metal in my blasting cabinet pretty darn quick. If it started out greasy I would degrease it with oven cleaner first.

Any commercial powder coat shop will sandblast whatever comes in before they coat it. Sometimes worked into the price, sometimes for a pretty low fee.

Treating the inside of the tubes is a good idea. JP Weigle Frame saver is one of a few options out there.
