I got a new toy....Rack or tire holder...wtf is it?

Looks like the space above might be for a sign? Any ideas as to what it is? Tire holder or bike rack?? A little sweaty

I think this a bike rack. I remember parking my bike on something similar when I was a kid many years ago, before U locks were invented or necessary.

Killer rack! I do not see any ground mounts so maybe a bike shop or consumer rack?
