I've seen that same mark on prewar Schwinn crank arms. Assumed it was a manufacturer, but don't know which

I think it looks great as-is. Just a light cleaning & servicing of the drivetrain. You can always go further later on if you like. I've seen red bikes turn pink after an OA bath, so be careful.

Wish I knew. I've seen it multiple times above the serial numbers on the dropouts.
