To me it looks like a WW2 military bicycle wheel. There is a seldom seen, heavier duty than standard G519 military rim and tire which looks like what you have.
Good questions about the cable housing and saddle. I have not found a new source for the housing that looks right. I try to save and reuse original housing as much as possible. I would replace the saddle with a Brooks while I look for a better original saddle. Is anyone restoring these saddles...

I got this bike in a trade recently. The serial numbers dates it to Oct. 1960. The rear derailleur and triple crankset don't appear in the catalogs until 1962.

That looks like the later frame. Are the head badge holes vertical or horizontal? If I remember correctly, the earlier frame's center (lower) top tube was fish mouthed where it connected to the down tube.
Hopefully some others will chime in. I had 2 28" Schwinns that I lost in a fire. One had the brazed on rods and one did not. The earlier one had the square badge. Also, the frames were slightly different. I still have a fork with the brazed on rods that I don't need.
I'm not sure the year that they switched, but I think if you want a fork for a pre 1933 Schwinn, the rods are brazed to the bottom of the fork. I believe that post 33 they are not brazed...
