so i ended up picking this bike up for $100 even. I loved it once i saw it and rode it around the block,it was awesome... Are nos fenders good fenders to buy? And how hard is it to find 28" fender braces?

So i have seen old vintage bicycles say with a 26 inch wheel but the fender looks like it is quite high off of the tire. Is this because the fender is a 28inch fender on a 26 inch wheel. And is this common for some bikes or un heard of or is this a dumb question.
