I've got a couple of these. I rebuild them every now and then just to try something different and they're always a blast. I just put a coaster brake on my green one (a 1970 with the more common lugs, not the Capellas that you've got. I forget what they're called). I haven't finished it off...
Yeah, you can get a 27" or a 700 onto a Sport frame. Raleigh sold that frame with several varieties of wheels and components and names. The brakes aren't original for a Sport. Those would have been steel sidepulls.

Well, straightening the blades isn't a problem, I have a jig for doing that. The steerer tube is kind of corkscrewed. The headset bearings won't seat right. There's a good thread here about just welding on a new steerer but I don't have the time. Time to move on. I'll PM you about that...
I've had good luck just using adjusters from standard brake calipers on these. If you need a bigger diameter, get the ones from the cheap plastic brake levers on modern mountain bikes.
The steerer tube is bent beyond my ability to heal, but the rest of the bike is ok. I've even bought new tires for it. A matching tealish green 24" fork would make my day. I might just get a generic chrome one, don't want it too shiny, though.

I'm not sure if they'd even fit unless you got some 26x1"tires. If you're determined to stay single speed, probably the best fit would be to get the wheels from a Schwinn 10 speed and just put a single speed freewheel on it. You might want to adjust the spokes so it sits in the center like it...
I think I've got some Columbia 26x1 3/8 10 speed wheels. That's 7mm smaller diameter than Schwinn 26x1 3/8 wheels and you'd need to redish them to get the single speed freewheel to line up right.
