Seems like this model of SA shifter is always missing the cover decal. I bought some 1/4 inch vinyl self stick numbers and stuck them on. Then I coated them with clear Gorilla glue. Not exactly pretty but gets the job done.

Does the hole in the neck go all the way through? If so, get a similar bolt long enough to go through and mount the light bracket on the back side with a nut that fits the bolt.
