    Not really what I would call a source, but I just checked Ebay and got 31 hits on "Torrington spokes". You may have to wait for the exact spokes, or you can get some that are a bit long and cut them down. They don't seem to be listed consistently inch or metric, but I managed to get a full box...

    28 clincher wheels help

    Just curious, what size tire did you get to fit that? Just a FYI, the bead seat diameter is a bit smaller than the edge to edge measurement. According to my Sutherlands manual there is a 28x1 1/4 / EA2 / 700 that is a bead seat diameter of 647. I have never seen one in 40 years of bicycle work...
