Spray penetrating oil in between post and frame then loosen bolt slightly till you see a slight gap then tap the bolt head to free the wedge. Hopefully that works.

It’s a common repair for a broken frame or to lower the post. They would cut the seat tube off and mount a clamp lower with a split cut into frame. Someone got smart and put in a quill type post. I used to do the similar mods on motorbikes like Whizzer a so I could slam the seat down to look...
It’s been a while since I looked. Now there are a few good e-bike options. I’ll take a look and see what’s available. The Maxxis Hookworm is a great solid tire but looks a bit too modern.
Most new spokes that are non-stainless are zinc plated and considered low end so they do not come double butted. I’ll check my suppliers and see what I can find. I also have a stash of old NOS spokes I can look through if you figure out the size.

I usually follow what the original wheel had if I have it to go by. If not I tend to over-under cross the lace especially if its a wheel that will be ridden, unless the person im building the wheel for specifies to not cross. Im not sure why US manufacturers did not do this...

72 NOS Torrington double butted spokes with Torrington 4 sided nipples. Spokes Cad and nips chrome. For 26” wheels. Nips have cad dust on them and will wipe off shiny. Spokes will shine up better as well.
