short bolts
It can actually be done using the normal bolts. You just have to pinch the bolt to the bolt to the bracket with pliers and apply the nut. You couuld also use a grinder or Dremel to shave a bit off the back of the bracket (recess) where the bolt would go. You won't be able to see...

Your bike is a postwar Schwinn built Excelsior badged heavyweight. Probably a Panther that was house painted. From the serial number, the exact date of production was between 03/02 to 03/06 of 1952.

Me likes! That seat would have actually been a one year only optional upgrade if I am not mistaken. Either way, looks ready to roll.....but in winter, I would suggest adding studs to them tires so you don't scratch the paint, God forbid! ;)
