I'm not really sure what you are talking about (overload tube)?? but it sounds like maybe the smaller tubes that run across the top of a (Cantilever bicycle frame) and i'm just guessing your asking this question about overload tube because thats how it was described in a description from a epay...
i have and i do run the middle weight fenders on my rider they are close but they work keep your rim straight and watch out for fender brace bolts...i need those bow peddles!!!! if it was me with the kickback hub bendix and you like the easy sailing up the hills i would go with a yellow band...
thats cool looking.. i wouldn't go over a hundred for it though... clean it up knock off the rust oil it and grease it! do anything else and i think you will lose what little value it has....

i understand your dilemma..... thats a tough one... I wouldn't cut and re-weld till the last resort... try the machine shop first... since you say the fork tube is bulging (or out of shape). see what they have to say about it and get a quote on it and then see what kind of quote they will give...
lets get a picture of it and then we can really see what your up against. you know if the paint is that bad you might want to repaint but remember once you do that a bicycle is only original once... get that picture..

in the 1959 catalog for a schwinn phantom it shows a red phantom and on the chain guard it shows block letters would it of been the same block lettering for all colors of phantoms in 59? also what kind of original tires would have been on this 59 bicycle schwinn typhoon...
