They are snug like any tubular but mine went on without too much of a problem. I think I have to "roll" the last bit onto the rim because it kept wanting to come back off. Also have some air at the ready because once they are on and have a bit of air in them they are easier to get centered.
Your bike looks to be a 96. So your arms should be rounded. The pedal hole would look like a round hole with a triangular keyway cut into the top side of it.
Do you have photos of your crank assembly? Just curious in determining the year of your bike. If it is earlier then 97 your crank your have a different style of arm.

I don't know about that. I tend to ignore saddles when looking at bikes , especially like this, because saddles are a commonly replaced item. Idk how many toc bikes I've seen with teens motorbike saddles on them.
Thor seat post collet on it also. I would tend to put it closer to 1900 era over the teens. To me it looks like one of the semi generic "high grade" " we hate the trust" cycles of that time.
95/96 Columbia model 40. Nice complete bike with a killer correct Columbia script saddle. Correct felt block Columbia chain. Headbadge is not cracked ( very common issue). All the little oil port covers are there. Prime original example of this bike.

Your bike is likely a model 81 from 1902 not a model 108. There are several differences between your bike and a 1903. As for your issues i will send you a pm tonight and I can try and talk you through getting your bike to properly function.
Front hub, pedals are kind of hard to see and don't look right bars could be ok and the stem could be an optional longer reach stem. Rims should be wood. Pretty nice rider the way it sits though which is what I would do. I will keep searching and see if I can find a 1910 catalog for more specifics.
Here is a 1902 Cleveland that has that rear ring but again the BB looks more square then yours and 4 headbadges holes. But this is helping at least potentially pin down a year of 02. Just might be a different model then the Cleveland ( unless your have signs of 4 headbadges screws)...
